Figured I'd follow up on my post. I fixed the problem. I removed the throttle body and cleaned the air control valve thinking something may have cloged it up. Which may also be causeing a similar problem, so Check that too, plus its just good to clean it while your in there. Turns out the previous owner never cleaned the throttle body and when it got dirty all they did was turn the idle screw up. Unfortunatly for me they did not turn the nut around the adjuster so it appeared to be in the stock position, marked with white dye. I found this out by noticing the butterfly valves were about a milimeter off from fully closing. Enough to raise my RPMs but about 1000-1500. Hope this helps someone.
