What happens if you dont do that in the process ?
I recently replaced my PS belt, and didnt loosen that
nut at all
BUT, less then 50 miles later that nut and pulley came loose and popped off.

If you were able to do it without loosening the locking nut, it was too loose and that is why it came loose. It should be tight enough that you could not do the job with out first loosening it.
