First of all Subaru oil filters are made in the US with the exception of the turbo filters which are made in Japan.

Secondly, as far as Subaru filters are concerned the difference in filter numbers is due to the square inches of filter material inside. The SVX filter (also used on the 3.0) has much more material in it than the 4 cyilinder filter does. This helps to clean the 2 extra quarts that the 6 cylinders use. Aftermarket companies got lazy and listed the Legacy filter as the SVX filter. It will work, but you're missing out on a lot of extra filtering material! Subaru released a memo explaining this a while ago. I'll see if I can find it.
