We had a rifle range in my high school's basement on which we used .22 target rifles in Army ROTC, and two years of ROTC was mandatory for all guys. (We drilled -- twice per week, in full uniform -- with M-14s, sans firing pins.) And this was a public school.

Edit: Even back then, "assault rifles" were something of an issue. We each were assigned an M-14 and had to memorize the serial number, and were warned of grave consequences should the weapon go missing. When not in use, the remained under lock and key in the armory.
