Yes, it is illegal to use the u turn lanes unless it is a fire or police vehicle. The wreakers us them all of the time too. It sounds like this guy wasn’t very careful. It is also illegal to pass on the inside lane, so if they are in the fast lane and won’t move over, it tends to make for a bad situation. Many who drive so slowly in the fast lane think that they are a pace car and will try to slow traffic down to what they think is a safe speed. The fast lane is only for passing other cars, and you can get a ticket here in WA State if you are just driving in the fast lane.
