That is probably totally non grammatical French.
The Manual switch or button lights up MAN on the clocks. While Manual is engaged the gearbox always starts in 2 range and quickly changes up to the next highest available range.
The purpose is to get the car moving in slippery conditions using the torque from the engine and at the lowest possible RPM. [That's why 1-range is excluded, it revs too high and would tend to make the wheels slip rather than grip]
Manual can operate in either "D" or "3" or "2".
When in 2 with MAN engaged the gearbox will hold 2 and not engage 1
When in 3 with MAN engaged the gearbox will start the car in 2 and quickly change up to 3 and attempt to hold 3 all the time.
When in D with MAN engaged the gearbox will start off the car in 2 and go quickly to 3 and then to D[4], mostly using the highest possible ratio for low RPM torque to cope with slippery conditions.
