This is very possible. The torque converter flanges stick out past the bottom of the bellhousing. Make sure you have a jack under the trans to lift up the transmission. You will need to do this for installing the engine as well. This may also be preventing you from getting the torque converter fully seated, unless you have it in far enough, but just have it hitting the steering rack as you say.
