Nope, NTSC is gone Dec 31, 2006.

licensed TV stations were required to start broadcasting ATSC in may of 2003. A lot of stations missed the deadline and now there are programs to help smaller stations buy the equipment necessary to broadcast ATSC. They need cameras for local news, new editing equipment, new broadcast towers, etc.

The FCC is very anxious to get back the VHF/UHF bandwidth that they have been letting TV use for close to free so they can re-license it to private communication carriers for 100's of millions of dollars.
