In Wisconsin flood damage is also disclosed on the title. I bought a Shelby Charger from an insurance auction that had been run through a retaining fence and floated down the Mississippi river for a half mile. It said right on the title "Previous Water Damage", and "Previous Salvage Title"

I don't know about Texas laws.

Texas law requires disclosure of flood damage on the title and has a webpage on the subject. This particular SVX didn't show up as having a flood damage title, but it's possible for a title to be laundered through another state that doesn't have the requirement.
