There are some body shops out there that will fix bumpers like that. I have seen some custom jobs here in Minn where people have added light setups in them. Also know of a nice Fiero that has had different plastic bumpers melted together (and no not from catching on fire
)
Other thing you could do is buy some Duramix.

I have glued hood scoops down and other stuff with this and it works great. Think the chevy dealers use this on the vettes. It's kinda spendy and you need to buy the tool to despense it but the stuff works great.
