given the readings, your cats are more than likely shot.
They are designed to reduce hydrocarbons and carbon monoxide.
make sure your pcv system is not clogged, pull the vacuum hose off of your regulator. look for gas in the vacuum line. If you have a fuel pressure gauge, get fancy and check for leaking injector and proper fuel p. regulator function.
Did you get a nox reading too?
Also check your egr. The pipe is more than likely busted/ or filled with carbon deposits. you can test that with a hand held vacuum pump. it needs to hold vacuum and the idle should change when its opened.
