There are two nuts/bolts to loosen/tighten one at the pivot and one at the end of the arm (I think both are 12mm). Loosen both and use a wrench (14mm??) on the wrench flats behind the nut/bolt at the pivot, while holding that one tighten the other end and then tighten the pivot.
