What is the centre off position in both switches has a selection function, and if the contacts involved are not making properly, this will affect selection of up and down modes. Therefore you should also check the passenger side switch and wiring.
I do not think the cleaner you have used would leave enough residue to cause any problem in this instance. Contact pressure in all positions is important.
