Joe, you are correct about a normal voltage drop with the fans drawing amps from just the battery.
I would think that adjustment of the TPS would seldom, if ever be necessary without some damage being done to the unit. Seems like adjustment might find an undamaged place to routinely operate the unit and giving it some more life.
