Specs are for lbs/foot. As always the first number is for used parts, the second for new parts. This allows for stretch of new fasteners. Many people think it's a range of tolerance. All front end parts that are pinned for safety are torqued to proper value and rotated further, if necessary, to align slot/hole for pin insertion. Never back off to align slot/hole.
