They look like SVX lights, but as far as I know, no cars had city lights prior to 1999. They JDM lights are the same as the US and E-Code lights, but the light frames are mounted in different spots to provide the appropriate patterns for the country.

US Spec lights can be disassembled and reassembled to E-Code settings or JDM settings.

As for brighter, the guy probably just put over wattage bulbs in them.

I'd love to see the "City Lights" as they are probably just the fogs.
