The key as I see it is to reduce the electrical resistance of the wood. One way of doing this is to soak the wood in water. The resistivity decreases from around 10e16 ohms per metre down to 10e3 ohms per metre when the wood fibres are saturated. However care must be taken to ensure that the fence remains wet. That all sounds a mite expensive, even if the average racehorse is worth a few bucks.
On my budget I would not need to electrify. A wooden rocking horse is all I would have in the corral. They don't jump much.
