Yes, it does.
You should check out if the Idler Air Control valve on the manifold is OK, it can cause idling problems.
You should also check that the aircon compressor has not got a bad bearing or bad electric clutch. This could be putting on a very heavy load. However, it's not likely. If there was a problem of that sort, you would probably hear a noise.
My guess would be a bad ECU, or possibly bad connections to it. You should run the diagnostics, see if there is anything in the memory. Also run the diagnostic for the aircon.
