The trick is to get the file to the right size.

The address space of the chip is 64K from 0x0000 to 0xFFFF. The ROM is 32K and stored at address 0x8000 to 0xFFFF. I normally download the 32K ROM and then add 32K of blank data in front of it to make a 64K file so that the file offset of the maps lines up with their address in memory.

Have a look at your tuner pro and rom raider definitions and see whether it is expecting a 32K or 64K file.
