Make sure you read ebays rules regarding complaints and getting your money back (less the $25 admin fee) up to $200 as there is a time limit. I had this happen to me recently and both ebay and paypal have this complaint/restitution process (although paypal can only recover what is actually in the other persons account if they find in your favour).
Try to contact the other party (ebay will provide a phone # if you send in a request) and keep all documentation of contact.
Also if you paid be credit card most card companies also provide some form of recovery relief for internet fraud (learning from the school of hard knocks).

PS The seller I dealt with had over 300 feedbacks and only 3 negatives in the past 30 months.
