The airbags should work as long as you don't have a warning light. However without a crash, that's mighty hard to test.

As for the seatbelts; try searching for "seatbelt mods" or something, as people here have found many ways to sort this common problem out on their own. Some have retrofitted the stationary belts in from newer models, or wired them to the rear window switches. The quickest would be the condition that my car came in; get the motor to retract all the way, then disconnect the wiring harness so it stays put. You've got to manually attach both seatbelts whenever you get in, but they'll work when you need it. I had a wiring guru go over mine and get it back to factory operation, but that was a challenge.

I wouldn't count on Subaru fixing those parts out of the kindness of their hearts.
