My Fix:

What I had to do was run a second jumper cable from the positive terminal of the battery into the car and touch it to the exposed wire where I spliced them back together at the same time holding the key in the "start" position.

Obviously I do not want to do this every time I start the car... Any ideas?
Well lets start here... If you had to supply power to a wire that was supposed to be powered... Find out why its losing power... Trace the starter wire up to the ignition switch. Disconnect the wire at the clip on the column... Turn the key to the start position and see if there is a 12v signal at the ignition switch.

If yes, there is a break in the circuit from the switch to the starter...

If no, the switch is more than likely faulty. Test the other leads on the switch for power in the off/acc/on positions to be sure there is 12v going to it.
