Honestly its mostly based on the driver being hit doing the wrong thing... hitting the brakes, over correcting, other other such problems that turn a little fender tap into a full spin.

I'll have to find it sometime, but there is a chase with a 1st gen SHO that shows just how useless the PIT is against someone who knows how to beat it and the aggression (and big shiny brass ones). He simply gets on the throttle. The cop pushes the rear out to some rather extreme angles yet the guy never spins due to it.

Same with a RWD or AWD car. Application of the throttle and smooth steering will keep a cop from spinning the car out.
