Believe it or not... Ferrari was rumored to be looking into electric hybrid turbochargers. There was an article on Autoblog a month or two ago about it.
It was a dual-drive compressor, powered both by an electric motor, and an exhaust-side impeller... the electric motor was intended to pre-boost the compressor to act more like a centrifugal supercharger, and as an anti-lag device
But supposedly the motors required to spin the compressor like that are not small motors, and require a fair number of amps to make it work... so it actually becomes an issue of generating and storing that electricity.
But that is obviously not what a snake-oil salesman is trying to sell on e-bay, by putting a small electric motor on a turbo compressor... not selling you the device, but just the "plans." sure.
