Yes, it does.
If it fits the standard STI airbag, it probably will fit the one from the later 08-09 Legacy, or the Tribeca, which have the oval logo, rather than the big STI ring.
It looks like the bottom of the wheel is just shortened, to meet the bottom of the airbag directly.
I've been thinking of putting a red-stitched STI wheel with my stock airbag in my red Legacy... maybe I might have to look into this one...
