You will have to get a letter from PA DMV that they will not accept H76 form to register there.Then you can apply for a title only in CT.
You will need H13 Title application form, VIN verification form, letter of denial from PA, and H76 form and H110 form.
If the vehicle was abandon the dealer must give you a second form, I think it is H110 form.

Or the dealer applies for a title only with the H76 form, VIN verification and proof of the out of state sale as documentation.

Sales tax at 6.35% on purchase price unless the dealer collected it.

Either process will take about 4 weeks.
Make sure you get a receipt, that is the only way to track title onlys in CT.
