Oil in the intake comes from the crankcase, from two directions. At idle and constant speed, vacuum pulls it in through the PCV valve. Under hard acceleration, it comes in through the breather hoses, directly from the case and the valve cover separators. What you're seeing under the manifold is the IRIS valve, for the changing the induction resonance. It has a large butterfly attached to the shaft you see. As the hot oil vapor in the manifold condenses from the cool air, it collects in the bottom of the manifold, where the IRIS valve resides. It pools at the base of the valve and seeps out when the engine is at rest. It's all normal.

The PCV valve should at least be removed and cleaned every 10-15,000 miles, otherwise you'll probably notice some drips at various locations and/or your oil dipstick popping up.
