Yup, it is similar to the smudge pots used by citrus grove owners in Florida (probably elsewhere also.) I doubt that it would be nearly as noisy though, they have a thunderous sound when burning.
I'm just not clear on the drafting, with the fresh air coming in at the top and the fuel dripping down onto the plate....
