First of all, anyone can ask any amount for anything being sold.
Is 7K "too much"? Not in my opinion IF:
1. This is the original (OK, maybe 2nd) owner.
2. He has ALL service records.
3. It has passed the MD state inspection.
4. The body/interior is "like new" within reason.
5. All electronics are working (check the A/C).
5. The car has been garaged.
6. The seller's house looks well taken care of.
What you're trying to avoid is those little $urprises that sneak up on you. If you can see by the service records that no brake work was done on this low mileage car, you can bet it'll be due within another year. Perhaps worth "negotiating" a few hundred bucks in your favor.
