Took it to EJ tire in Childs PA. It passed!
I no longer have to worry about getting pulled over. They did not notice the goobered on high temp RTV on the back flange on my cat.
Exhaust is super quiet now. Of course, I carved off the blobs with an exact-o knife last night to make it all but un-noticeable.
