got it. I pulled out all the stops. Cranked the regulator all the way up, oiled the gun, heated the bolt and the bolt came out. It seems that a previous tech or back yard mech cross threaded the bolt into the cam. The alignment pin for the cam pully was drove into the cam and chipped part of alignment groove in the cam. There is obvious damage to the bolt and cam.

I found a new pully and bolt for 25 bucks, so the only thing I am out was labor.

I think I can put it back together and make it work after I clean up the threads in the cam.
