Well it was the throttle body that needed cleaning.
I am surprised. Cleaning out a little bit of black soot from the TB has made a big difference. I think I will have to clean that about every 6 months

My car never had this low rpm power problem before. It's been fine for a year. So I think it makes sense that it was something that got dirty. I think it's from the racing I did back in the spring. The engine may have pulled a lot of oil into the TB. Currently oil consumption is 1 qt in 1500 miles.

Actually the old original engine never had this problem at all. Also the TB stayed clean on that engine.
