Yes a new O-ring will probably keep the dipstick down, but if the PCV system is working correctly, even with no o-ring the dipstick won't raise up.
So with the extra pressure in the engine, and not going out through the dipstick tube, the weakest gaskets will start leaking due to the pressure.

So I'd say do both, and then you've eliminated them both as being a problem.

Good time to replace your power steering O-ring too...as it probably needs it, if it hasn't already been replaced....
