After cleaning it and etching to key, I used araldite (the stuff that is workable for 2 hours). I used a piece of 1/2" dia Ali tube with a saw cut down its length (so I could fit it over the pipe) to enclose the whole thing and stuffed it full of epoxy. Split grommets sealed both ends. Cooked it in the airing cupboard for 5 days.
It stood the pressure test and is now re-gassed and working.
It was caused by the foam rubber seal around the radiator rubbing against the ali tube, over time the foam had rubbed its way through the pipe. Its a pig to get at, but worth doing something about before you have the same problem. A couple of inches of spirap sleave would protect it.

I was thinking it would be difficult or impossible to weld. Even with a mig, the pipe is so light, it would just melt and sputter away.
