I have just read that bulletin, it is dated '97, and the conflict is confusing all right.
Still I would go with the safety instincts of your transporters. A very good compromise would be to ask them to ensure the parking brake was very firmly applied, as per the bulletin. This will ensure that any movement of the car will not be shocking the tranny, which is the harm that is to be avoided. A safe and well tied down car is not going to move very much, your shippers will see to that.
