I think it's essentially off when the ignition is off. I know on many cars the lighter is powered no matter what, but this is not the case on any Subaru I've seen.

It's not surprising that you read a little voltage when the car is off - things like the clock and radio and ECU all draw a little to keep their memory and such. Plus the security system is running.
