A resident of Maryland is stuck in traffic on the beltway outside D.C. He sees a bunch of other motorists walking around and sees a D.C. police officer walking from car to car. He puts the window down and asks the officer what is going on? He says Bill Clinton has stopped his motorcade on the bridge because he is distrought over Monica and all his legal bills.
