They are, but that is generalizing them... Just think if people just called them tools, instead of wrenches, ratchets, sockets, drivers, etc...
I can see it now. Someone working under the car calling out to his son for a wrench.... "Hey Johnny, grab me that tool"... Johnny:"wtf???"
