Most shops charge an hour labor for diag, which should be between 70-90 bucks. If the contract is verbal and you didnt sign any papers saying he has unlimited authorization to do what he wishes..... then you dont have to pay him JACK past $50 or whatever the state law says.
Go get your car and call the cops if he refuses to release it.
This is coming from a shop manager/mechanic....
