This is sound advice, though it might be a bit extreme. Considering its a 16 year old paint job, the clear coat is pretty well hardened...buffing it back from being sanded would be quite a chore...and an unnecessary one at that.

My advice... either try a better compund (3m makes some very good compounds, can be bought online) or take it to a detailer.
