Well, IRC is just a server with several different channels (chatrooms) on it. Apparently the subaru-svx.net website has an IRC server on it (but I don't recall it being this way) and you just join the svx channel.
::EDIT:: I just hopped into mIRC and can't hook into the subaru-svx.net irc server. Perhaps it's down?
