paint drops tend to dry from the outside in (forms a hard skin, center still liquid, like a half frozen ice cube). all this product seems to do is soften the top of the half cured paint drop so that when you wipre it off, only the parts that actually cured to the paint are left.....
Id rather just apply the touch up SPARINGLY, then go oer it with clear (clear nail polish is an aceptaable alternitive) then wait fr it to dry completely beefore lightly sanding and buffing. much more work, yes, but it will turn out nicer
*note, for excessive paint chips, like say, the leading edge of your hood: your best off repainting the hood....OR do a short blen at the very least)
