I had a similar problem with my Legacy. I fiddled with the connector for months until "the lovely Mrs." got pulled over by a local law enforcement official and nearly got a ticket. At that point I had no choice but to really address the problem.

I pulled the boot off the connector assembly and tried unsuccessfully to pull each connector out of it. I am sure that there is a doodad that needs to be pushed or pulled but I could not find it. I finally used sand paper to clean the inside of each connector, bent them in slightly for a snugger fit, cleaned the connectors on the bulbs, and voila!

On the other hand, rubber bands are a wonderful invention. The guys at work use them in all sorts of mechanical applications and refer to them as "Johnson Springs" (we are a subsidiary of Johnson and Johnson).
