Here's what I am going to do with mine; I am going to take off the glass of the English lamps, and the plastic off the Japanese lamps, and swap them.
While I have the faces off, if it is easy to take out the fog light and the blanking plate, and swop them, that is what I will do instead. That solution would leave me with the English lamp chassis in place. I would be able to continue using the headlight levelling motor.

the headlight levelling motor probable is at least as good in fog if set right. That is probably the reason
