"Dirty" to be more specific, would be "gummy." Carbon and and varnish forms on the inside of the throttle body. The varnish gums up the butterfly valves causeing them to stick and also not to close properly. This, as Harvey pointed out generally comes from waste emitted from the EGR and PCV systems. You'll probably be surprised at the amount of black gunk that pours from your TB when you spray cleaner into it. I know I was.
