Hybrids aren't about fuel economy.
The first thing they tell you in Technical training for hybrid certification at toyota is "Toyota has been researching ways to reduce exhaust emissions since 1975, and Toyota Hybrid Synergy Drive is a product of that research" Fuel mileage is a side effect. The only reason the prius is an economy car is because that's what the public wants to buy.
