If its extremely cold, say 0 or -5 outside, it is normal for it to take any car roughly 10 minutes to completely clear heavy frost on the rear window. Sometimes as long as 15. Mine seems to work just fine-Its able to melt a fine layer(quarter inch) of snow in 25-30 degrees within just a couple minutes.
