'Wobbly' steering resistance

I don't really know how else to describe it. When I'm driving my car at low speeds (under 35mph), and if I slowly rock the steering wheel back and forth, I feel a wobbly resistance in the wheel. The faster I go, the less I feel the wobble.

Bad ball joint? Strut mount?

My rotors are pretty badly warped, and I'll be replacing them next month finally...but I can't believe that's the cause.
