Try the connections on the breaker under the seat. It's mounted under the carpet, near the left front mounting point of the drivers seat. The breaker itself may also be bad. If everything seems in order, check all of the connections with a multimeter to make sure the breaker is getting power when it should. I had a similar issue with my 95 SVX, and I had to rewire the whole lot.
