I have yet to find proper fog lights that are blinding, true fog lights only iluminate down so that you can see in the fog, therefore they are noticible but not bright.
The problem with high beams isn't just the light intensity, it is also the pattern, low beam pattern tends to put less light in the oncoming lane partially because the headlights are often pointed to the right a bit, not much, just enough to light up the shoulder, high beam tends to spread the brightest part of the light all over the road.
The cheap aftermarket foglights, however, are terible and I believe they are often mounted upsidown so they only point up
